If you have shopped for a new air conditioner recently, you have probably noticed a rating you may not recognize: SEER2. For years, homeowners compared cooling equipment using SEER, the Seasonal Energy Efficiency Ratio. SEER2 replaced it as the official efficiency rating for new residential air conditioning equipment, and the change is more than a label update. Here is what SEER2 actually means, why the testing changed, and what it means for you if you are planning an AC replacement in Texas.

What SEER Measured (and Why It Changed)

SEER has always measured how much cooling a system produces over a typical season compared to the electricity it consumes. A higher number means more cooling per unit of energy, which translates to lower operating costs. The problem was not the concept. It was the lab test behind it.

The original SEER test used external static pressure and airflow assumptions that did not reflect how systems actually perform once installed in a real home, with real ductwork, real filters, and real restrictions on airflow. Systems could earn strong SEER numbers in a lab that did not hold up once installed.

SEER2: A More Realistic Testing Standard

SEER2 took effect on January 1, 2023, replacing SEER as the required efficiency rating for new residential air conditioning and heat pump equipment sold in the United States. The underlying math is similar, but the test procedure changed to better reflect real-world installed conditions, including higher external static pressure that more closely matches an actual ducted system.

Because the test conditions changed, a SEER2 number is not directly comparable to an old SEER number on a one-to-one basis. A system rated 14 SEER under the old test is roughly equivalent to a system rated in the low 13s under SEER2. This is why you may see equipment marketed with a slightly lower-looking number than you expected. It does not mean the equipment got less efficient. It means the test got more honest.

What 14.3 SEER2 Means for Texas Homeowners

The Department of Energy sets minimum efficiency standards by region. Texas falls in the U.S. south region, where the minimum efficiency standard for new split-system central air conditioners is 14.3 SEER2. Any new residential split-system AC installed in Texas today must meet or exceed that baseline.

This minimum applies to new installations and replacements, not to equipment that is already in your home and running. If your existing system is older and rated below 14.3 SEER2 under the current test methodology, you are not required to replace it. The requirement applies at the point of new installation.

Why This Matters When You Replace a System

When your AC eventually needs to be replaced, the SEER2 minimum affects what is available on the market and what a licensed contractor can legally install. A few practical points worth knowing:

  • You cannot install a system that falls below 14.3 SEER2 in Texas. Reputable manufacturers and licensed contractors are only selling and installing compliant equipment.
  • Higher SEER2 ratings typically cost more up front but lower your monthly cooling costs. The right choice depends on your home's size, your budget, and how long you plan to stay in the house.
  • SEER2 rating alone does not guarantee the efficiency you paid for. A correctly sized system, installed with proper airflow and a verified refrigerant charge, is what actually delivers the rated performance. A high-SEER2 unit that is oversized, undersized, or poorly installed will not perform to its rating.
  • A Manual J load calculation should always come before equipment selection. This is the ACCA-published methodology for calculating your home's actual heating and cooling load based on square footage, insulation, windows, and orientation, rather than guessing based on the size of your old unit.
